Baltimore Mayor Bernard C. “Jack” Young named a new criminal justice leader who last worked for the city’s innovation team.
Tamika C. Gauvin will begin on Dec. 17 as the director of the Mayor’s Office of Criminal Justice. The office is tasked with advising on the mayor on crime reduction and public safety. It’s an area that is in focus given that 300 people were killed in homicides in 2019 for the fifth year in a row.
Gauvin spent the last two years as program manager and deputy director of city government’s Innovation Team. In the role, she worked on bringing data and human-centered design to new approaches for police recruitment. This included a new online application and digital marketing campaign.
“As a leader on the Baltimore City Innovation Team and in her previous experiences, Tamika Gauvin has proven herself an exceptional, thoughtful, and methodical manager,” Young said in a statement. “Tamika spearheaded BPD’s impressive new recruitment campaign and is currently directing an initiative to reform and expand the city’s juvenile diversion work. We are excited to have Ms. Gauvin continue to serve the city as the next Director for the Mayor’s Office of Criminal Justice.”
Gauvin has bachelor’s degree in economics from the University of Chicago and a master’s in city planning, city development and design from the Massachusetts Institute of Technology.

Protenus said James Schaffer joined the health care analytics company as vice president of product.
Schaffer previously served in product management roles with New York-based healthcare communication platform Klara, where he ran product implementation and built a product team, and Cota Healthcare.
“James comes to us with a strong background in both product management and design, further bolstered by his recent experience managing SaaS products in healthcare — very much an emerging space,” said Chris Jeschke, Protenus’ chief technology officer, in a statement. “We look forward to James leading us through those critical next steps in product maturity: developing our processes, scaling, design and building a strong product team.”
Schaffer’s team looks poised to continue growing, as the company is hiring a director of product design, per its website.
The hire comes after the company raised a $17 million Series C in August, and added two additional executives in October.
