Groove promotes Oomph founder to creative head [Startup Roundup]

Who’s making moves?

Groove promoted Ray Bularz to creative director, according to a company release. Bularz, founder of Oomph Marketing, joined Groove as director of brand strategy when the Little Italy-based company bought Oomph earlier this year.
Canton’s OrderUp bought development consulting firm Back Forty of Fells Point, as Technical.ly Baltimore reported.
TEDCO will let startups in need have access to mentoring and even borrow an executive to help out at key points as part of its new Executive Exchange Program, as Technical.ly Baltimore reported.
 

Who’s getting funded?

The National Institute of Standards and Technology selected the McLean, Va.-based nonprofit MITRE Corporation to operate a federally-funded cybersecurity research and development center in Montgomery County. The National Cybersecurity Center of Excellence, founded in 2012, was established by the NIST, Maryland state government and Montgomery County officials. MITRE will work on federally-funded research in a partnership with the University of Maryland and University of Maryland, Baltimore County, according to a University System of Maryland release.
