The map comes from the Baltimore Neighborhood Indicators Alliance.

This map shows the number of incarcerated people in Baltimore city broken down by voting precincts.

It was created by the Baltimore Neighborhood Indicators Alliance for WYPR‘s “Lines Between Us” project, a year-long reporting project on inequality in the Baltimore region.
