Otis Rolley is a politician and urban planner who first came to prominence during his time in Baltimore, Maryland.

He was a Democratic candidate for Baltimore Mayor in 2011, backed by a coalition of tech and entrepreneurship community members in Baltimore. He lost to incumbent Stephanie Rawlings-Blake. From 2003 to 2007, he was a progressive Director of Planning for the City of Baltimore. He grew up in New Jersey and moved to Baltimore in 1998 to work with the Empower Baltimore Management Corporation
