Mayor Bowser has mastered Twitter

According to a report from Development Counsellors International, at least.

This just in: Mayor Muriel Bowser is good at Twitter.
In fact, she’s “mastered” communication in 140 characters — she ranks No. 2 of the top 25 “Tweet Elite” mayors in the U.S. (The top mayoral tweeter? Baltimore’s Stephanie Rawlings-Blake.)
This according to Development Counsellors International (DCI), a New York-based “place marketing” company. DCI took a look at the Twitter accounts of mayors of the 250 biggest cities in America and culled a list of the top 25.

So what does it mean to be good at Twitter as a mayor? Great question.
DCI monitored Twitter account activity over 60 days for mayors with over 1,000 followers. They then assessed each account according to five criteria developed, according to the website, with the help of some “leading social media gurus.” The criteria? Audience numbers, frequency of tweets, engagement (ahh, those sweet, sweet RTs), responsiveness and influence (among other mayors). Each of these categories is weighted slightly differently, check out the methodology here.
In the report, Bowser told DCI her top reason for using Twitter is “because it’s an effective tool to quickly and effectively share information with District residents.”
What do you think of the Mayor’s Twitter presence? And if you were to conduct a study like this one, what would your criteria be for assessing whether a public official has “mastered” social media? Can we just mention Philly’s mayor for a second?
