KEYSPOT manager Ashley Del Bianco is now the city’s Chief Grants Officer

With the KEYSPOT program, she helped launch more than 80 public computing centers across the city.

Ashley Del Bianco, one of the staffers who helped launch and run the city’s KEYSPOT public computing program, is now the city’s Chief Grants Officer. She will also be the executive director of the Mayor’s Fund for Philadelphia, the nonprofit arm that many city grants are funneled through.

Del Bianco was in charge of the city’s side of the public-private KEYSPOT project along with Lindsey Keck, who left the city in the fall of 2013, shortly after federal funding ran out of the program, for a consulting position at Booz Allen Hamilton in Washington, D.C.
After KEYSPOT’s federal funding ran out, it was moved under the guise of the Mayor’s Commission on Literacy. Del Bianco helped with that transition and, as part of the Office of Innovation and Technology, was behind efforts like the city’s Innovation Lab coworking space and the city employee innovation education program at Philadelphia University.
Del Bianco is replacing former Chief Grants Officer Maari Porter.
The Office of Innovation and Technology has hired Ellen Hwang to fill Del Bianco’s role, director of innovation management Andrew Buss confirmed. Hwang was formerly a program manager at Chinatown’s Asian Arts Initiative.
