DC Power Moves: After a seven-figure funding round, HawkEye 360 has a new president

Rob Rainhart is the new president of HawkEye 360

After raising $58 million earlier this year, Herdon, Virginia satellite tech company HawkEye 360 has named a new president: Rob Rainhart.

Rainhart has been the company’s COO since 2019 and will oversee the company’s programs, products, technology, human resources and more in the new role. He first joined the company seven years ago as the VP of engineering.

“It is an honor to be appointed President of HawkEye 360, where I have borne witness to year-over-year growth and incredible innovations in our technology and service offerings,” said Rainhart in a statement. “I am humbled to serve alongside HawkEye 360’s talented, mission-focused team, who remain dedicated to making the world a safer place through advanced RF analytics — whether on land, sea, or sky.”

Xylem named Matthew Pine its next CEO

DC-based Xylem, a water technology company, is making a few leadership changes at the end of the year.

President and CEO Patrick Decker announced in September that he would be retiring as CEO at the end of the year. Effective Jan. 1, Matthew Pine, current COO, will take over as CEO and a director on the board. William Grogan was also named the new senior VP and CFO, effective Oct. 1.

“Xylem is an outstanding company with an exceptionally talented and purpose-driven team,” Pine said. “I am humbled and excited to have the opportunity to build on the strong foundation, momentum and long-term trajectory created under Patrick’s leadership.”

Tiffany Crowe is the new head of the Department of Licensing and Consumer Protection

After working with DC’s Office of the Chief Technology Officer (OCTO), Tiffany Crowe is heading up a new district agency.

Crowe was named the acting director of the Department of Licensing and Consumer Protection, the government’s regulatory arm for businesses.

Those in the tech community might already know Crowe, who served as the associate chief technology officer in the OCTO. There, her team worked on critical enterprise applications, which included procurement, human resources, messages and IT service request platforms. Now, she’ll be in charge of regulating business activity in DC, including issuing licenses, registering corporations, special event permits and more.

Here’s who else is taking on new gigs this fall:

• Rockville, Maryland’s Emmes, a clinical research organization in biopharma, appointed Peter Ronco as CEO. He succeeds Christine Dingivan, who will serve as a senior advisor and board member.
• Jennifer Creger is the new director of Asurity advisory for Asurity Technologies, a compliance and risk management company in DC.
• Manny Sidhu is the new public sector head of sales for HashiCorp Federal, a multi-cloud infrastructure automation software company. He comes to the role from Cisco.
• DC-based real estate data intelligence platform RCKRBX added Kris Broder as its executive VP of business development.
• Greater Washington Partnership, a nonprofit alliance of employers from DC, Maryland and Virginia, named Boeing President and CEO David Calhoun and Virginia Tech President Tim Sands to its board.
• Diego Mariscal, the founder of 2Gether-International, was appointed to the US Security and Exchange Commission’s Small Business Capital Formation Advisory Committee and the SXSW Pitch Advisory Board. Both roles, he said, provide visibility for entrepreneurs with disabilities in the larger ecosystem.
• Fulton, Maryland’s Balance Theory, a cybersecurity management platform, named Optiv cofounder Dan Burns to its board.
• Student loan fintech firm MPOWER Financing appointed Amit Kothiyal as chief customer and operations officer.
