A new startup is taking shape in Delaware and it’s not your typical tech startup. The team at Barrister Global is spearheaded by the former director of the FBI’s New York office. Founder Lewis Schiliro has made a career out of safety.
His Delaware roots? He worked for MBNA back in the day. Schiliro first left Delaware to work as the head of emergency preparedness at New York City’s Metropolitan Transportation Authority. Most recently he was cabinet secretary of homeland security for the state of Delaware, with a focus on counterterrorism cases.
With Barrister Global, Schiliro and his team of experts are focusing on things like cybersecurity, forensic computer analysis, due diligence background investigations, active shooter preparedness and white-collar investigative support.

“In my time back in the Bureau, if you needed to obtain records, you sized file cabinets and got hard copies,” Schiliro said in an interview. “Now everything is digitally based, now we have the expertise to help them during discovery, to go in and get those documents and emails. … In the early days, everything was kept in hard copy. But today, it’s incredible how much is stored [digitally] that becomes evidentiary in certain cases.”
Arthur Grubert will serve as the head of investigative and consulting services. Daniel Kelly, the former head of the Delaware Division of Gaming Enforcement, will provide consulting services. Michael Fullilove worked on security during the 2004 Olympics in Greece; he’ll be serving as the head of training and security services. Michael Marquardt will serve as a global business advisor for the company; his background is in international business in Malaysia and Germany.

“Let’s say a major law firm has a need for sophisticated forensic accountants for bank fraud or security fraud,” Schiliro said. This team has the manpower to tackle all aspects of that.

But why set up shop in Delaware? According to Schiliro, he sees the Fist State as the corporate capital of the country. Barrister Global only became fully operational back in June and is now looking to take on “interesting projects.” We look forward to reporting on these projects in the future. If there are no safety concerns, that is.
