NetImpact Strategies, a Falls Church, Virginia-based technology product provider for the federal government, has hired Victor Wither as its VP of proposals. In his new role, Wither will be responsible for expanding the company’s proposal team, providing proposal expertise to the overall business, leading the operations team and overseeing market and competitive research.
Wither brings 20 years of proposal management, business development and corporate communications experience to the NetImpact team. He most recently served as VP of proposal operations for health IT company Cognosante. Before transitioning to work in the corporate sector, Wither spent eight years with the United States Naval Reserve in the Construction Battalion.

Arlington, Virginia-based Excella has appointed Sandy Gillespie as its COO.
Gillespie brings more than three decades of experience in executive information technology to the 18-year-old agile tech solutions firm. In her new role as COO, she will oversee the company’s client delivery and develop growth strategies.
“I have always prided myself in being able to bring vision coupled with execution to create practical operational strategies that foster collaboration, innovation, business growth, and success for our clients and employees,” said Gillespie in a statement. “I look forward to leveraging the momentum of our current programs and continuing to advance our delivery, and enable Excellian growth and engagement.”
Prior to joining Excella, Gillespie spent a few years working as the COO and executive VP for NCI Information Systems, a Reston, Virginia-based enterprise solutions and services provider. Prior to that, she served as the SVP of health and compliance programs at Lebanon, Virginia-based CGI, a high-end business and consulting firm.

Tysons, Virginia-based Applied Insight, a growing company with more than 500 employees that designs solutions to help the federal government solve tech problems, announced major transitions to its leadership team.
Here’s how the company’s executive team shifted:
- John Haynes, the company’s former CEO, has transitioned to executive chairman.
- Dede Dascalu, the company’s former CTO, has transitioned to the CEO role.
- Benjamin Laibson, founder and former CEO of Reston, Virginia-based Digital Age Experts, joins the company as CPO.
- Adam Gruber takes over as CTO after previously serving as director of engineering at aiLabs.
“One of my first priorities as CEO is to build on our entrepreneurial culture,” said Dascalu in a press release. “We’ll be increasing our investment in R&D to both expand our product portfolio and grow our capacity to find new ways of solving real customer problems at the pace of the mission.”
Laibson’s hire came after Applied Insight acquired Digital Age Experts, a small business IT professional services company specializing in cloud management and design, last month.

CuCollaborate, a WeWork Navy Yard-based consulting, software development and digital marketing company, named Nina Kopp has its new VP of business development. Kopp brings 20 years of experience working in business development for the credit industry to the CuCollaborate team. In her new role, Kopp will focus on building stronger relationships with CuCollaborate’s national credit union clients.
“It is my passion to be a part of a credit union’s growth as well as helping advance the industry,” said Kopp in a statement. “Everyone should belong to a credit union and I look forward to help breaking down the barrier of field of membership.”
This hiring news comes after the six-year-old company announced a rebrand in January that included a new focus, pricing model and logo.

Tysons, Virginia-based IT company DXC Technology welcomed Ken Corless as its new executive VP of offerings and strategic partners. Corless most recently served as CTO for Deloitte’s cloud practice for four years. In his new role, he will oversee DXC Technology’s key offerings and build relationships with the company’s ecosystem partners.
