WHO’S GETTING BUZZ
Philly is the ninth best city for venture capital investment in tech startups, according to Mashable’s story on data from the National Venture Capital Association. Not too shabby when you take into account how much of bootstrapping city Philly is.

WHO’S GETTING FUNDED
Safeguard Scientifics led a $6 million Series B round for Massachusetts-based Pneuron that helps enterprise companies develop applications (like Callowhill’s Cloudmine). Safeguard Scientifics, based in Wayne, Pa., invested $5 million and Osage Ventures, based in Bala Cynwyd, Pa., invested $1 million, according to a release.
Plymouth Meeting-based ADHD testing company BioBehavioral Diagnostics raised $500,000, according to an SEC filing.
Conshohocken’s Monetate raised a $15 million round, according to an SEC filing. The Philadelphia Business Journal has more on the deal here. The ecommerce optimization company was also a sponsor of last weekend’s Lady Hacks, Philly’s first women-only hackathon, and is planning for its third annual Agility Summit, which takes place this April in Philly.
