On The Market: Help the City rethink its approach to software development

Following its Office of Open Data and Digital Transformation restructuring, the City of Philadelphia is hiring a director of software engineering. Plus, more tech jobs around the local tech ecosystem.

The City of Philadelphia announced last month it would restructure its Office of Open Data and Digital Transformation (ODDT), and that Chief Data Officer Tim Wisniewski would be departing by Jan. 1, in a move that offered the City a chance to go back to the drawing board.

The retool, thus far, looks like this:  The open data team, formerly reporting to the chief administrative officer, will again come under the fold of the Office of Innovation and Technology (OIT). Meanwhile, the work of the digital transformation team will continue on, with Liana Dragoman as interim director. Likely, the department name will change to reflect the change in structure.

As part of the broader rethinking of what civic tech processes look like for the City, a director of software engineering role has been created, in a bid to incorporate DevOps (a software development methodology) and agile (a collaborative approach to software development) principles to build its tech.

“As the central technology office in the 5th largest city in the nation, our portfolio includes critical applications that enable residents to pay taxes and fees online, look up a loved one in jail or prison, find after-school activities in their neighborhood, and more,” Wisniewski wrote in a blog post. “Most new applications have been built on modern technology stacks and hosted in the cloud, but many older applications are running on legacy frameworks and on-premise servers.”

The director will be tasked — alongside current City devs and two senior engineers that the City is looking to hire — with modernizing that portfolio and easing the public’s interaction with government.

The City is also hiring for Wisniewski’s old role, which was updated somewhat to include open data, analytics and geographic information services (GIS), as well as data infrastructure.

Backed by the funds from the Rockerfeller Foundation and the Chan Zuckerberg Initiative, the nonprofit, which works to connect people with public benefits, will scale its technology platform. It’s hiring for a healthcare engagement manager, a lead software engineer and a handful of other roles.
