Mayor Michael Nutter announced Wednesday that Tim Wisniewski, 26, will be Philadelphia’s new Chief Data Officer.

“Tim has a technology and community building background and he has been keenly focused on civic engagement and that clearly makes him a standout choice,” Nutter said in a statement.

Wisniewski is currently the city’s Director of Civic Technology. He has overseen projects including the Philly311 Mobile App and myPhillyRising.com.

Wisniewski takes over for former Chief Data Officer Mark Headd, who left city government in April. Headd, the city’s first data chief, quit over conflicts with other city departments, as we recently reported.

Since the City Departments aren’t going to share data, per Nutter’s office, why the heck do we need an expensive “Chief Data Officer”. Shouldn’t one of the many Managing Directors or Assistant Managing Directors already be doing this? Funny how City Government always needs to hire somebody to do something somebody else is already supposed to be doing. And then whatever it is they are supposed to be accomplishing will never happen because the Departments won’t share the data anyway due to political reasons. Hey though it’s somebody else’s money so who cares, right?

Can the canned rhetoric–private businesses the size of the City of Philadelphia would have many employees devoted to data management.
