How to look up any property’s water bill

From citizen journalist Christopher Sawyer who runs the Philadelinquency blog, here’s a workaround to check any city property’s water bill — and if a property is using water or not. It’s one way, Sawyer pointed out, to determine if a property is truly vacant.
