Helen Glover is a civic technologist and policy consultant based in Washington, DC. She directs Civic Tech DC, a nonprofit community of civic technologists developing technology-driven solutions to local challenges and works at Lewis-Burke Associates on emerging technology and R&D policy. She is also the Engagement Lead for CIB Mango Tree, an open-source initiative detecting coordinated inauthentic behavior online, and a Senior Fellow at the Internet Law and Policy Foundry. Her research focuses on open-source ecosystems, civic engagement, and the policy frameworks that shape them.
