Power Moves: Halcyon has a new managing director, and HawkEye 360 and Deloitte hired tech leads

Startups, listen up. As of this month, Halcyon has a brand new managing director: Daniel Barker.

Based in Georgetown, Halcyon’s programming includes an incubator, intensive fellowships and angel investment network. Barker will be overseeing the new class of startups at the incubator, which supports early-stage companies creating social impact products and companies.

Barker joins the team from the role as VP for partnership research at the Mastercard Center for Inclusive Growth. He’s also held roles at BlackRock and the Council on Foreign Relations and Earth Institute. But Halcyon noted that Barker first came on their radar as a management consultant at Deloitte, where he partnered with the incubator.

“For our team, it was great to see a candidate who not only knew how this program works, but has worked directly with Halcyon fellows in the past and kept an eye on us over the years to see where else he could plug in,” cofounder and CEO Kate Goodall told the Washington Business Journal. “Dan’s experience working across sectors and industries will be a fantastic resource to the Halcyon team and most importantly, our fellows.”

HawkEye 360 adds a chief data officer

HawkEye 360, a Herndon, Virginia geospatial analytics provider, has announced Kate Zimmerman as the company’s first chief data scientist.

Zimmerman comes to the role from a gig at Amazon Web Services managing a machine learning division for intelligence and defense. At HawkEye, she’ll be establishing analytics strategies for the company and using AI for new capabilities from the company’s data.

“I am excited to join the HawkEye 360 team as we look to grow our RF data analysis capabilities into a suite of predictive analytics offerings,” Zimmerman said in a statement. “Having worked with RF data, payloads, and ground systems throughout my career, I see this work as a return to my roots. I look forward to using our deep analytics capabilities to enable our public sector, commercial, and humanitarian customers to create a better world.”

HawkEye has been off to a strong start in 2022, announcing another $5 million to its $145 million Series D round earlier in the month.

Deloitte hires Kim Crider to run AI

Financial giant Deloitte has added Kim Crider to lead its AI work for national security, the company announced in January.

Crider, a retired major general, comes to the role after a stint as chief innovation and tech officer for Space Force and chief data officer for the Air Force. At Deloitte, she’ll be heading up the company’s women in AI initiatives and conduct research on how to apply AI to national security, in particular the technology’s applications in space.

“Kim is a proven leader with exceptional vision and remarkable experience in data analytics, AI and systems engineering,” said Heather Reilly, Deloitte principal, in a statement. “The invaluable knowledge and capabilities Kim brings to Deloitte will help our government clients accelerate their digital transformations and achieve their goals.”

• Morning Consult, the DC-based decision intelligence company, added Scott Brave as lead consumer spending economist and Lori Helwing as financial markets economist.
• IDEMIA National Security Solutions, a subsidiary of biometric firm IDEMIA, appointed Patrick Clancey as CEO.
• Reston-based Intelligent Waves, an IT govtech integrator promoted President Tony Crescenzo to the role of CEO. Crescenzo will take over for founder Jared Shepard.
• Following a $45 million Series A round, Annapolis, Maryland security firm Netography named Jennifer Leggio as CMO and Joel Esler as VP of threat research.
• Rockville, Maryland-based CloudBolt Software, an automation and optimization firm for the cloud, appointed Brendan Dolan as its chief financial officer.
• Tysons, Virginia’s Omnispace, a mobile communications network company, has made a number of additions to its commercial team. Mahantesh Patil, Carmen Gonzalez and Shahrokh Khanzadeh Amiri are the latest additions to the business development team and Ramesh Pattanshetti was added in customer solutions.
• Following its unicorn-reaching raise, Expel, a detection and response firm, added Jennifer Lawrence as its chief revenue officer and Kelly Fiedler as CMO.
• Govplace, a systems integrator in Reston, appointed Simone Feldman as CEO. Feldman will replace founder Adam Robinson.
• SafeGuard Cyber, a security firm in Charlottesville, Virginia, added Chris Lehman as its new CEO.
• Leidos, a science and tech giant also in Reston, announced Terry Phillips as its new senior VP and chief security officer.
• NetAbstration, a Chantilly, Virginia network security company, appointed Bob Vincent as VP of engineering.
• Reston’s JumpSeat, a software training platform developer, named Dean Edmundson as CEO in place of Nicholas DeBenedetto.
• Jon Rucker is the new senior VP of the Army’s business unit of Reston’s Science Applications International Corp (SAIC). He’ll manage program delivery for roughly $1.2 billion in services each year.
• Fairfax, Virginia digital product developer 3Pillar Global announced Jeff Sperber as its new CFO.
• Curbio, a real estate tech company in Potomac, Maryland, appointed Pamela Cohn as COO.
• Cloudera Government Solutions, a cloud services provider in McLean, Virginia, announced Allen Sackadorf as its regional VP for the Department of Defense and intelligence community business.
• Glenn Miller was named new president of distributor management solutions for DemandBridge, a marketing automation company in Hunt Valley, Maryland.
• sbLiftOff, a merger and acquisition advisory firm in Herndon, named Jordan Gersh as its director of M&A.
• DC-based intelligence and risk management firm Sayari Labs appointed John Lyons as a chief revenue officer.
• Neosystems, an IT services firm in Tysons Corner, Virginia, added Susan Mitchell as CFO and Brad Wolf as senior VP of IT operations.
